Evaluations are independent assessments of development policy and cooperation. They provide information on the achievement of development policy objectives and help understand what works in development policy and cooperation and why. Based on this, evaluations produce information and recommendations for continuously improving development policy and cooperation.

The Evaluation Manual provides a comprehensive overview of the principles of evaluation and how to conduct them. The Evaluation Manual is intended for anyone interested in development evaluation. Key users include experts responsible for both managing and implementing evaluations in Finland and partner countries.
