What is eOppiva?

eOppiva is a common learning environment for the state administration, offering digital courses related to the development of public administration, society, and the working life. Many of the courses are open to all interested parties. Learn more here.

Who are the courses for?

The target audience for the courses depends on their topic and objectives. Some of the eOppiva courses are restricted to employees of central government organizations, while others are open to everyone. These can be studied by anyone, so also many municipalities, wellbeing services counties, educational institutions, organizations, and businesses utilize eOppiva.

How much does it cost to study in eOppiva?

All eOppiva content is free of charge for central government employees and organizations. Open courses are free for everyone to learn

In which languages are the courses published?

By default, eOppiva courses are in Finnish. Some courses are also available in Swedish or English. To find content in English, switch your language to EN. Read more here: eOppiva’s language versions

Which browser is recommended for using eOppiva?

Google Chrome is the preferred browser. Firefox, Edge, and Safari also work well. eOppiva courses are easy to study on mobile devices. 

How can I register or log in? Is it mandatory?

Employees of central government organizations can log in to the eOppiva Moodle learning environment. In addition, anyone can register for the open eoppiva.fi service.

You may study any open course also without registering or logging in.

Which organizations’ staff can log in to the eOppiva Moodle learning environment?

Here is a list of email domains that can be used to log in to the eOppiva Moodle learning environment.

How do I log in to a course?

When you find the course you want to take, click on “Start Course.” If logging in is required to study the course, you will be directed to a login page. Authenticate with Virtu. If you do not have Virtu authentication, create a username using your work email address.

Can I explore courses and then decide whether to start studying?

Certainly! You can click “Start Course” without worry and log in to Moodle or browse the contents of open courses without logging in. You can explore the course content and start studying either immediately or later.

Is my progress saved?

In some courses, progress is saved, while in others it is not.

In open courses, progress is currently not saved, but you can always continue the course from where you left off, even if your previous progress is not visible anymore. However, there is a step at the end of the course where you should not leave the task unfinished: once you have passed the final test, proceed immediately to record your achievement or order the certificate. Otherwise, you will need to retake the test.

In organization-specific courses and in other courses you need to login first, your progress is saved. These courses may also have more detailed requirements regarding which activities must be completed. So, your progress may appear incomplete if, for example, you have not completed a certain task.

Where can I find my courses or achievements?

If you are logged in to the eOppiva Moodle learning environment, you can find your course participation on your Dashboard. 

If you have created a username for the eoppiva.fi service, you can see in your profile information about the open courses you have completed while logged in. This data is not transferred to the eOppiva Moodle learning environment.

Why does my achievement not appear in the eOppiva Moodle learning environment or on my organization’s reports?

If it is an open course, the course completion must be recorded in Moodle. Follow the instructions provided at the end of the course.

If it is a course you have to log in before starting, it may be that you haven’t completed all required activities yet.

In such cases, try to retake the course or final test, and pay attention to the instructions at the beginning and end of the course. If this does not help, you can contact our customer service via email: info@eoppiva.fi

Why haven’t I received a certificate in my email?

If you passed the final test of the course and ordered a certificate, it should arrive in your inbox. Sometimes there may be a  few minute delay. If you do not receive the email, check your spam folder and similar folders where messages are automatically filtered.

If you cannot find the certificate, it is possible that there was a mistake in the email address you provided. In this case, the easiest solution is to retake the final test and then order the certificate, making sure that the email address is correct. If the certificate still does not arrive, you can contact our customer service via email: info@eoppiva.fi

If you work for an central government organization, you usually do not need these email-ordered certificates, as you register your achievements in the eOppiva Moodle learning environment. You can find information about your achievements and any certificates you have on your Moodle Dashboard.

Why does the completion date in my Moodle learning environment show an old date even though I retook the course?

Generally, eOppiva courses are marked as completed only once, and this completion date does not update even if you retake the course. There are some exceptions to this rule. Typically, however, the course can be studied again, but the completion date in the Moodle learning environment always remains the original date.

Do eOppiva Moodle learning environment accounts expire?

Yes. When your account has been inactive for 18 months, it is archived, and logging in is no longer possible. You will receive an email notification 32 days before your account is archived, so you can prevent it from being locked by logging into eOppiva. And while you’re at it, why wouldn’t you learn something new!

If you have created a username and a password for the Moodle learning environment, the password needs to be renewed every 6 months. You will receive a notification about the expiring password on the login page 14 days in advance. You need to have a valid state administration email address to confirm the order of a new password.

When your account has been inactive for 4.5 years, it is automatically deleted with all user information and achievements. If you log in with the same email address or Virtu after that, a new account will be created for you.

What should I do if I encounter login issues with eOppiva Moodle learning environment?

We can handle your issue more efficiently if you provide essential information about your usernames in your message, such as if your name has changed or if you have used eOppiva in several different organizations.

What happens to my achievements if I change position from one state organization to another?

Your course participations and achievements are retained, and they can be linked to your new username.

I log in to eOppiva at work through Virtu. How do I log in from my home computer, mobile device, or outside the internal network when Virtu is not available?

Virtu authentication works in most organizations, even via the internet, such as on mobile devices. If it does not work, you can create a separate Moodle password for your Virtu account and use it for logging in. Instructions can be found here.

How does eOppiva serve organizations?

eOppiva offers central government organizations an own training area in the Moodle learning environment free of charge. Moodle service description. 

All organizations may utilize eOppiva’s courses for promoting learning and competence development, but we cannot offer achievement data to other than central government organizations. We urge other organizations to create their own instructions for verifying completions (e.g., saving the certificate in a specific location).

Does eOppiva or Moodle cost something for the organizations?

eOppiva is funded by the Ministry of Finance, so there are no maintenance costs for individual organizations. However, organizations are responsible for the production of their own courses and user support. The eOppiva team also provides support for content production. There is a technical problem with eOppiva; where can I get help?

For all technical issues related to eOppiva, you can contact our team via email at info@eoppiva.fi.

If it is a specific problem related to your organization’s course (e.g., a broken link or you can’t find a course enrollment key), there is usually assistance available within your organization. The same applies if the problem is related to your computer settings (e.g., pop-up blockers). Training coordinators, supervisors, or IT support are often best equipped to help in these situations.

Who is responsible for eOppiva?

The eOppiva team at the HAUS Finnish Institute of Public Management is responsible for the operation of eOppiva, coordinating collective efforts, and managing eOppiva’s content. 

The Ministry of Finance oversees the overall project and is responsible for its core funding.

The use of shared content and the platform is free for government agencies. They can also purchase assistance from the eOppiva team in producing their own content.

eOppiva Moodle is a SaaS service from Mediamaisteri Oy.

What is the security level of eOppiva?

The eOppiva Moodle is implemented according to the VAHTI architecture and security requirements and basic protection requirements. Security classified information should not be stored in the system.

Regarding the security of personal data in Moodle: The information processed in the eOppiva online learning environment user register is protected with usernames, passwords, and a firewall. Only designated individuals are allowed to process the user register. The data processors are subject to confidentiality obligations. Users (trainers, administrators, participants) have access only to the part of the register they need.

How did eOppiva come about?

The eOppiva concept originated from the Ministry of Finance’s project on joint e-learning in state administration. eOppiva has successfully achieved its goal of providing a common learning environment and an efficient content production model. We have been greatly assisted by the eOppiva network, consisting of experts from the state administration.
