Accessibility Statement for the eOppiva Service

Our website is subject to the Act on the Provision of Digital Services (306/2019), which requires that public online services be accessible. HAUS Finnish Institute of Public Management Ltd. aims to ensure the accessibility of the eOppiva website in accordance with this law.

This accessibility statement applies to the eOppiva service, which includes the eOppiva.fi website, the eOppiva Moodle learning environment with its courses, and all openly accessible training content.

The statement was last reviewed and updated on October 26, 2023. It is based on an evaluation conducted by an external expert organization (Eficode Ltd) in 2020 to assess whether the website meets the requirements of the law. The update is based on the eOppiva team’s and service provider partners’ own assessment of the current state of the site’s features and content.

Accessibility Status of Our Service

Our service partially meets the requirements of the Web Content Accessibility Guidelines (WCAG) 2.1 at levels A and AA.

There are some accessibility issues with our service. We aim to address the most critical accessibility problems as soon as possible.

Below is a description of known issues. If you notice a problem with the service that is not listed, please contact us.

The problem is followed by a reference to the accessibility guideline criterion causing the issue.

eOppiva Website

General

  • The site contains foreign language content that is not correctly identified. (WCAG 3.1.2) Swedish and English language versions of the site are implemented during the year 2024.
  • There are deficiencies in the site’s videos. Some videos lack captions or audio descriptions. There are also issues with the title attributes of the videos, which may hinder screen reader usability. (WCAG 1.2.1, 1.2.2) Some videos were published before September 23, 2020, and are not subject to legal requirements. However, accessibility deficiencies are always addressed when content is updated.

Blog Posts

  • There are deficiencies in text alternatives. For example, some decorative images are read by screen readers, but some essential images are not. (WCAG 1.1.1)
  • There are deficiencies in link labeling. For instance, “Summary” and “here” are links to PDF files, but this is not clear to users. (WCAG 2.4.4)
  • Some PDF files are not accessible. For example, images lack text alternatives, document language is not correctly specified, and there are issues with heading structures. (WCAG 1.1.1, 1.3.1, 3.1.1)

Open Training Content

  • There are deficiencies in the theme colors of courses. (WCAG 1.4.3)
  • Some images contain text. (WCAG 1.4.5)
  • There are deficiencies in text alternatives. For example, some image text alternatives are excessively long and would work better as plain text, and some images are included as file formats. (WCAG 1.1.1)
  • Some PDF files provided are not accessible. (WCAG 1.3.1, 4.1.2)

Accessibility deficiencies of the courses are addressed when courses are updated.

The training content is built using a third-party service, so HAUS Finnish Institute of Public Management Ltd. cannot directly address all accessibility issues. The following problems have been identified and communicated to the service provider. (For more information, see Articulate Rise 360 Accessibility Journey)

  • Some site elements and buttons have English-language assistance texts. (WCAG 1.1.1, 3.1.2)
  • There are deficiencies in the programmatic implementation of elements. For example, differently colored info boxes and other non-standard content are not conveyed to screen reader users. (WCAG 1.3.1)
  • The image zoom button is read by a screen reader even if the image itself is marked as decorative and thus hidden from the screen reader. (WCAG 1.1.1, 1.3.2)
  • In tests, selecting an answer with a keyboard may be difficult, progressing from the results page may be difficult, and some screen readers may not be able to read question feedback. (WCAG 2.1.1, general accessibility)

Accessibility deficiencies of the courses are addressed when courses are updated.

eOppiva Moodle Learning Environment

The eOppiva Moodle learning environment is based on the open-source Moodle platform. The learning environment aims to meet levels A-AA of WCAG 2.1 criteria. The site partially meets the requirements, and the following deficiencies are present:

  • 1.4.4 Resize Text – Level AA: Text in H5P application paragraphs cannot be resized.
  • 2.4.1 Skip Blocks – Level A: The order and nesting of h1, h2, h3, and h4 elements should be improved to facilitate navigation.

The accessibility of the training content in Moodle is the responsibility of the eOppiva team for government-shared trainings and the responsibility of agencies for their own trainings. We guide agencies in creating accessible content, including in eOppiva Moodle training.
